I wouldn't be so categorical. Revan sometimes likes to throw in surprises, where everyone expects one thing, but something else happens. Examples that come to mind easily are the cake in the palace filled with traps, poisons, monsters, and demons, which ultimately gave a bonus to stats, and the event with the architect, where Locken went into a dark alley with a suspicious stranger and received buffs. So, here too, there is a certain probability (I, like all players, cannot be 100% sure of it) that we are actually doing everything right, and this guy is an assassin who is going to "meet" with the ruler, and his incredibly powerful attacks are a balancing tool against the fact that we have also leveled up quite well. In short, I think Alex's theory makes sense, and the "shoehorn" syndrome has nothing to do with it here.
Perhaps the strongest counter-argument against this theory, in my opinion, is the stranger's strong, but non-lethal attacks. I personally cannot remember examples of enemies that needed to be killed doing this, but I am sure that they did it in cases where Revan wanted to force us to a peaceful solution. Therefore, any decision here will be ambiguous.
