TBM - Tournaments balance mod

If something doesn't suit you, I can adjust it to your liking.

For our game with friends, I completely removed the changes to artifact stats and rarity (it was very strange to see the Trident of Titan/Emerald Boots, etc., guarded by a bunch of dragons, and it would be even more frustrating to get them from a Utopia of Dragons), I adjusted some spell numbers, weakened Hellfire, and reduced the cost of machines to be closer to the standard (5000/15000 for a ballista is a bit much). Then, I reworked the spell description mod to match this mod.

We're not super hardcore, we're far from tournaments, and we can beat the AI heroes. We changed the balance according to our vision.)
