Well, in the later stages of the first tier, there are so many units that they are, in principle, comparable in strength to the second tier, which has fewer units. One tier relies on quantity, while the other relies on quality. I think that's how you can describe the first three tiers – they differ in the strength of individual units and in quantity, which, to some extent, balances them out. You shouldn't forget about this. Besides, the first tier is really good cannon fodder, although, of course, there are units from other tiers that perform this role even better.
