I thought it would work like this.
Logically, I see two ways in which people with no connections to the criminal world could get involved in human trafficking:
1) Either by investigating a kidnapping case, in which case you would need to ask the Count who is missing, find their families, and start a normal investigation and questioning process. Or simply look for families whose relatives have gone missing.
2) Try to use their services - perhaps they supply prostitutes to the local market (or maybe not).

Given Miranda's strange behavior, we can certainly put her under surveillance (direct or even indirect questions seem too dangerous to me), but there is always a chance that this is a false lead.
Going to the bar and looking for suspicious people seems like a dead end to me, unless you try to go through point 2, but I reread the description of the canteen, and although it is noisy, I don't think it's the place where criminal deals are made in this city. Although, as Revan says, who knows.
