Water texture and hero highlight lag.

I looked through it, but the problem isn't discussed there. :(

I solved the problem as follows:

- Installed the CCleaner program
- Cleaned the registry
- Cleaned up program junk
- Updated all the drivers that the program suggested updating
- Restarted the computer
