Rampart has only one unit whose speed exceeds that of Dragonflies — the Gold Dragon. As for the moment of its appearance, it can only be said that it will happen much later than when Dragonflies appear in the Swamp army.
This means that in most cases, the Swamp will move first, not the Rampart. And accordingly, Blind, Slow, or Explosion will be cast on you first. :)
