Eugene gets buffed in Ikazkan, and if he dies in battle/from the counter, he'll be summoned for 200 coins in Ravnland, where he'll cut down Carneya and take over the region in her place. Even if Guildaria happens to be captured by that point, he'll still have lands with resources for conquering Tezoth.
But the main XP imbalance, as everyone knows, is Florensan...
And what does imbalance have to do with it? Ravnland's almost entire budget is tied up in figures. They have weak units, inconvenient for defending territory, and frankly terrible economy. The whole region is carried by the trio of Carneya-Karnarez-Ardas, and maybe the assassins from Grimgale.
