Am I correct in understanding that the cost in units of equipment can be freely substituted with superior equipment?
Is there any limit on purchasing it per turn? Because most towns produce 50 gold per turn (10 units of superior equipment) and only 7 units of standard, making the choice between the former and the latter obvious. You get not only more, but better. Florenzan, with a single Matrikaria action, can buy up to 125 units, effectively negating the equipment phase altogether. What's more, it's not even certain that Lorelei, with Gurences' bonuses, wouldn't find it more profitable to buy gear instead of producing it. Given the turns of Teneressa and Faredzhia, this clearly looks like an oversight, but I only noticed it now. So, while I (and other players) haven't made our moves yet, I'm drawing attention to it.
