What does "only as a leader" mean?

Must be appointed as the squad leader, cannot be in a squad where another character is the leader.

And what does, for example, Gitgood's "leadership" provide? Suppose he is the squad leader. What "perks" does the squad receive that would distinguish it from a squad with a different leader and without Gitgood?
