Does it trigger before or after the attack goes through? Can the attacker dodge?

Although I probably misunderstood the question. The item's bearer will still take damage.

So both take damage (each their own)? If the "target with the counter" doesn't dodge. If the target dodges, only the attacker takes damage. Right?
