The judge officiates the match, not makes a ruling on the regulations. The judge is an "arbiter", not a "FIFA official"...
No animals? Not allowed. This was discussed before the tournament because of Candle.
Armor? Well, armor is permitted by the rules. If we assume that someone drunkenly forgot their armor in the stable and fought 6 battles without it, and that's supposedly their problem, then I see no reason not to give Arandor the armor with horseshoes. "Delivering" the armor for the remaining battles is possible. So let Arandor put the armor on the horse.
And just in case: if the horse dies, the 5% crit from the horseshoes is removed (I already accounted for this in Alex's battles).
