Plague, this tournament is already skewed in favor of passive builds. Characters with active skills will be lucky to have enough action points for six duels, and that's only if they use their skill once per duel. Since there's no action point regeneration, some characters end up in an even worse position. So a smaller tournament, at least for me personally, would be much preferable.
Well, the schedule will be posted before the tournament starts, so you can plan ahead where it's better to spend action points and where to save them. In any case, action points won't be enough if there are more than 6 participants...
I'd suggest allowing any participant to restore action points once per tournament (whenever they wish), rather than reducing the number of participants...
