Previously, T7 was a Kirin - a small unit, so replacing the Kirin was only a matter of time (+ the Kirin's will is considered equal to the Empress's will, so we don't respect it)
The Naga is also a questionable option, simply because it's just a mortal creature, not a mutant or a celestial, but Nagas do have a trait - they strive for perfection, and ideally, among them there could be great master swordsmen and sorcerers, so the unit has a right to exist
