Because for the last 10 years or so, it's been the norm to make female characters in games ugly. Although what I see in pictures when searching for a remake of the third game is quite pretty. Just plain without cosmetics.
I'd like to argue, it doesn't hold up against common sense.
Where is this "the norm"? Thousands of games come out. They just won't sell well with ugly female characters.

Nier: Automata
The First Descendant
Horizon Zero Dawn
Cyberpunk 2077
Even if you think of Genshin, everyone there is beautiful.
And I'm sure Revan can name a couple dozen more gachas made entirely of beautiful characters.
