Because for the last 10 years or so, it's been the norm to make female characters in games ugly. Although what I see in pictures from searching for the remake of the third game is actually quite pretty. Just no cosmetics.
I'd like to argue that; it doesn't hold up against common sense.
Where is this "the norm"? Thousands of games come out. They simply won't sell well with ugly female characters.
Especially the "ugly" ones:

Nier: Automata
The First Descendant
Horizon Zero Dawn
Cyberpunk 2077
Even if you bring up Genshin, everyone there is beautiful.
