Basically, yes.
But in the games I've participated in or observed, it rarely comes to a complete build-up of the GM and massive use of spells like Dimension Door, City Portal, etc.
That's why I said...

Necromancy is much more effective than external dwellings, and on some maps, they don't even exist. And if they do, they're not for your castle.

I agree, that can happen. :)


Overall, I've formed the opinion that the best tactic against Necropolis is to eliminate it even at the stage of choosing Castles. :D
Although, in my opinion, the Rampart, which is being discussed in this topic, has a good chance of resisting the undead. At least, not on huge maps where, in the end, you have to face a couple of legions of Skeletons...
