Technically, a mage can use a crossbow, he just needs the skill. But everyone needs the skill, and getting it isn't easy – you have to guess which characters can grant this skill, and then hope that you get lucky and it actually drops. Perhaps bonus skills from Elheim will also help here, but without a guarantee. In any case, I'm not really advocating for playing as a mage, I'm just saying that these stats allow you to create a build that isn't dependent on the crossbow.
