How to create a video for a map?

Hello, I'm encountering a strange problem. I created a new map. It's almost finished. All that's left is to create the dialogue. But when I select any creature on the map, I can't assign it an animation (I press the 9 key on the keyboard, but nothing happens). I created a new video – the issue persists. Please advise on what the problem is and how to fix it.
