I don't want to participate in the arguing, but... What does it mean to "take AI"? It sounds paradoxical; it's unlikely that the AI in the third game is a universal library that can be inserted and adapted anywhere, like some DeepMind.

You can only agree that there are indeed balance issues, but not with some factions, but with the Orcs. But the balance problems are not critical and exist in many games. Besides, they can be fixed.
