I've never taken the rating seriously; at the Siberia championship, I was in the first bracket, even though not all the games were even at the PTS level. After that, I gave one Polish player 150 PTS just so that he could unexpectedly end up in the 4th bracket (what a thrill). The same FTS, as the CIS champion, wouldn't be in the first bracket either, simply because he scored a hundred points at the Siberia championship. By the way, I have a question: why is the CIS online tournament being held, but not the offline one?
