RTF is a global modification that replaces all towns in the game.

It seems I remember reading somewhere in the lore that Kha-Belekh wasn't one of the lords, which caused general shock and surprise, as everyone wondered how he rose to such prominence and managed to bring all of Shi'o under his control.

Perhaps Kha-Belekh subdued Shi'o precisely because he wasn't as simple as everyone thought. If there were indeed 8 lords and Kha-Belekh fought Sar-Ilám under a different name, then the questionable phrases from Heroes of Might and Magic V and Dark Messiah of Might and Magic become canon. In general, mysteries are more interesting than answers.

But this is not important; Kha-Belekh won't be included in the mod.
