I hate the government, but I love life. These morons introduced a rule stating that you can't pay for a package in cash if it exceeds $175 without having a PASSPORT WITH A PERMANENT ADDRESS! Damn it, WITH A PERMANENT ADDRESS! $175! Luckily, I encountered a reasonable postal worker, and the issue was quickly resolved.
When I got my ID passport, I specifically asked if they also issue a document with my address or some other crap. They said that nothing else was needed. But, of course, that was a lie.
