The Hammer is in the Dungeon, behind the gates of the Sleepless Guard. There, you also need to kill Baron Vagram as part of a quest. The Hammer is guarded by Champions of the Dark and some other minor creatures. The entrance to the Dungeon is located almost opposite the portal to Kagmarr. Maybe it's not very visible; I'll make it more noticeable, although, of course, you can guess from the guards that they are not just guarding resources.

I just didn't notice the Hammer – it's light-colored, and in the Dungeon's setting, with a bone-like dragon spine along the wall, it's white, and I didn't notice the item against that background. In general, I found the Hammer and got to the restricted area. I killed everyone there and took the Runed Axe. I also found a Mage's Eye behind the wall, which showed me the starting location in the Dungeon. I went there, and an underground river opened up. A lone hero was sailing in a boat on the river, and my archer killed him. There, I also found the Harmony Mail. I only have two unresolved issues: I don't understand where to get the Frost Hammer, which, as I understand, is needed to make the Tiger Helmet and Tiger Armor into a Dragon set. And also, the old woman who blessed me for the fight with the additional boss (who is the strongest) told me that I would be helped in Kourda and that I should also visit the General Staff. In Kourda, they gave me 50,000 gold. But I don't know where the General Staff is.
