In Arrec, criminal syndicates are often called "families" because their original core consisted of actual family members (including distant relatives, like third cousins, etc.), and as the organization grew, "outsiders" began to join. So, creating a criminal "family" isn't particularly difficult, but there's not much point in including your relative, as you can't report them to social services anyway.
