My recipe is simple: full-body characters and the more customization options, the better. Graphics aren't even that important (although they do play a noticeable role). During its peak, almost every generator on DollDivine was really good, and Azalea Dolls and Rinmaru Games weren't far behind (although, in my opinion, the latter always had issues with customization). Now, Rinmaru has completely faded and isn't doing anything, Azalea has switched to a primitive style with five dresses in three colors, and DollDivine is stuck on that maker with its confusing interface.
