Yeah, that's right. There's ZeniMax (which, along with all its controlled studios, was acquired by Microsoft, but that's just a detail), which owns Bethesda (both companies have the same founder). ZeniMax has its own studio that develops MMOs – it was created specifically to work on The Elder Scrolls Online. There's Bethesda, which serves as the publisher for games developed by ZeniMax's controlled studios. But Bethesda also has its own studio that develops Fallout and single-player Elder Scrolls games. And even within the studio, different teams from different offices work on different projects.

there are at least positive reviews, unlike many other games
I played it a bit, back when it was first released. It was fun. One of the few MMOs that left a positive impression.
