Example: Let's say you have a Hero with 5 Rogues in a specific location on the battlefield. You click on the Hero, and another bar appears below him. If the GAME isn't overcrowded with your units or Heroes (otherwise, you won't have a lower bar, only one bar under the Hero), you can drag one Rogue into the bar below the Hero, and one Rogue will detach. Then, you repeat this action, and another Rogue will appear near the Hero. You can continue doing this until you run out of units in your army or free spaces around the Hero.
P.S. For your case, you can completely drag all the Rogues and the Hero from the upper bar to the lower bar, and then on the map, they will change their location, but it will also cost them a movement step:D.
