I wouldn't rule out the possibility that they, along with Count Orlov, are Mafia. Nebok's vote in Fragment was meaningless, and initiating the execution of the co-leader... Well, Fragment is perfectly capable of organizing something like that, in my opinion. Perhaps they didn't expect it to actually lead to a hanging...
