1. If I were the Mafia, we would try to link the evidence to the most "suspicious" player or to Nebka, in order to clear their name and convince the town of the "usefulness" of the killer. But behavior like Master's – "I know who the killer is, but I won't say, and there's no need to solve the puzzle" – is not the behavior of a town player.
Maybe they would try, maybe they wouldn't. Evidence can be interpreted, manipulated, and shifted in many different ways, as the hundred Mafia games have shown. In the paradigm of the killer's usefulness to the town that you described, where the Mafia is intact and has all their abilities, I don't consider solving the puzzle to identify the killer as town behavior, especially if that killer will be eliminated by a regular Reaper kill. As the Mafia, by revealing this, you not only create a precedent where everything this player says in the future can be ignored, citing their lack of integrity, but you also draw town blocks onto them. And with the current state of the game, this serves as a good setup for the monster's ultimate ability, doesn't it? A kind-hearted town player, eager to win, will decide to go heal or protect the killer, and will run into the monster. And if they don't go, then you can go kill with the Reaper. It's a win-win situation. It's definitely more reliable than trying to link the evidence to Master. Or whoever else you have on your list? My problem with you is that town roles just don't seem to fit you. Leaving aside all the sophistry, I'll ask you directly – who do you propose to execute? If not Master. You are suggesting executing him, right? Who else is on the list?
