Awakening of Evil

Basically, no matter what I try, the quest to capture people just won't activate. I've tried everything. I replayed the mission twice, and both times the battle doesn't start, resulting in a dead end – I just run around the city. Maybe there's a way to skip the capture using commands and continue with the mission? I wouldn't want to complete the mission using the "win" command.
