Yes, according to the rules. And not just with him, and not just in this group.
In the "daddies" group, only 2 players completed all their games, and in the "non-daddies" group, 2/3 of the players completed less than 75% of their games.
And the problem here is not the complete absence of scheduled matches, but the players' attitude towards the tournament.
How can we schedule matches when players:
- not only can't agree,
- not only don't inform the judges, as per the rules, about their difficulties (with a very rare exception),
but also constantly express some kind of emotions, get offended, etc.

Scheduled matches will work 100% either in an Olympic-style tournament or in a Swiss-system tournament, that is, when the pairs of players are known in advance.
There have been several attempts to introduce the scheduled matches rule in tournaments (not Olympic-style and not Swiss-system), but it didn't lead to anything.
