I disagree. I think it always rounds down. For example, until it reaches 2.0, it rounds down to 1.0. Between 2.0 and 3.0, it rounds down to two... If I believe your words, then 2.0 will never be reached. When transitioning from 1.8 to 2.2, the rounding, according to your post, will be in a larger direction - up to 3.0. Or I didn't quite understand your example. Explain it then.
