In principle, Ossir and Ilfina seem to be the strongest in terms of troops (archers and unicorns), so it's quite logical that they were limited in something. In general, the elf ability is great, but the racial skill is lacking, IMHO. You can miss with sworn enemies, and then all the coolness of the skill is wasted.
