[ТУРНИР-SoD] Тест Fresh Mod

The tournament is held to test the Fresh mod. Point 1 states that we are playing with the Fresh mod. A complete list of all the changes that the Fresh mod introduces can be found in the first post of the thread. This list of changes states that "diplomacy has been restored to the game." Point 9 follows point 1 and states that, in addition to what has already been said (and what was said was that we are playing with the Fresh mod, which restores diplomacy to the game), we are playing according to the standard rules. I don't see any inconsistencies yet.
