Having overheard a snippet of conversation between Raphael and Valdemar, Shen wondered why they were hiding their presence in the city in the first place, if they weren't doing anything wrong or illegal. Perhaps the fact that both men owned slaves caused certain problems with the fanatics of the infamous goddess. But they weren't exactly flaunting the fact that they had people under total control. For example, Raphael didn't treat his subordinates so badly; they could have ended up with a much worse master...
Thus, after considering and weighing everything, Shen decided that it would be better to register than to hide in the sewers like some outcasts or criminals.
