This means that there are no game ratings or very few of them, so it doesn't make much sense to consider the rating as a basis.

This table is more for informing who has already signed up for the tournament. Essentially, the rating will be taken into account in such a way that the top players will be evenly distributed into groups, and the rest will be randomly assigned.
