Lack of a clear concept for the organization.

It's not needed; freedom is more important.

I asked what kind of organization it was (leaders, worldview, goals, etc.) to decide who to play. I got some kind of clown show in response, saying that everyone fits. I explained why and asked again about the organization. And then it started all over again.

And you (Me, Locke, Alex) all answered in detail. And yes, even if we skip that, I don't understand why you don't like the answer "everyone fits," "do whoever you want." If you think you won't be able to justify the presence of a particular character in the group because of their motivations, worldview, and bad colleagues (we've explained all of this a million times), then don't do it; that's all.
