unless the admiral's hat is removed, the only option seems to be to allow the use of these navigation bonuses.

As for me, I don't see any fundamental problems in this case - everyone is on equal footing, and that's the main thing. As long as this issue isn't dragged out indefinitely, so there are no complaints from the players.

And if the landing has any purpose, then it is justified... These are just suggestions to resolve the issue. We won't hold a vote on this. Whatever Ley decides, that's how it will be - in practice.

P.s. I know the map well, and I can say that using navigation bonuses won't give any significant advantages, because the map isn't large. The issue isn't critical, but the decision is up to the host, because reviewing the final saves will remain under their control.
