In Heroes 4, they are definitely in Haven, and in Heroes 2, they are in the Tower... But where are they in Heroes 3?? The Tower got gremlins... could they be neutral creatures, but I don't remember...

Hobbits are an integral part of Heroes 3 - they are very often found in random maps, but they usually serve as cannon fodder :D, or they turn into skeletons...
