Well, firstly, I didn't harass him in broad daylight; we were essentially just having a conversation (they have a lot of free time or a lot of staff if they interrogate every passerby in the city). And secondly, guards are guards, but I was the one intimidating him, and he immediately backed down, meaning there's ultimately no difference between successful intimidation and failed intimidation... Either way, he would have given in.
