Even if the representatives of the "REAL, FUNCTIONING" groups are completely honest and objective in their intentions, and do not seek to benefit themselves first, people still won't believe in their honesty, because someone's interests will still be affected. Arguments and rumors will start again, there will be a lot of pointless chatter and zero efficiency.

It will be this way in any case... Let either the existing clans or any other person make the decision in this regard. There will always be people who feel they are being treated unfairly... There will always be "arguments and rumors, a lot of pointless chatter."
So, something/someone will have to be sacrificed anyway.
And since we have a democracy, not feudalism, let the majority decide: we need to appoint a person/clan/several clans responsible for this task through voting or simply by expressing opinions.
And again, a dissatisfied and opposing minority will appear. But since we have a democracy, the minority is no longer the majority.
