[1x1] The Last Stand

What does it mean when the Arbiter doesn't open? The Arbiter doesn't have a block.

Can you provide a screenshot? Preferably with the console.

It should open a dialog window when you approach the Arbiter. When I approach the random decision generator, everything works.
