I tried it. It also consumes "nil" with the same unsatisfactory result. I even renamed all the cities, just in case there was an extra space or (which would be strange) a Russian "T" instead of an English one. But no.
I have a serious question – can I upload a test version of the map here so you can take a look? Maybe you'll understand it right away. Or maybe it will suddenly work normally for you, which would also be a result...
