Thanks, it seems like everything worked out.
It turned out to be easier with the capitol building. You just need to specify not 2, but 3 parameters: the city name, the town_hall building ID, and level 4.
And another question. If I'm creating a campaign, should I start working on the campaign right away? Or should I create several scenarios first, and then combine them?
