Leader is an honorable and responsible position. The requirements for candidates should be appropriate, both in terms of their tenure and their tournament experience. I suggest allowing clan creation only for people who have been registered for at least 3 months and have participated in at least 3 official portal tournaments. A prize-winning place in a tournament could be rewarded with a reduction of the "trial" period to 1 month and 1 tournament. The clan is automatically disbanded if none of its members has shown "heroic" activity in the last 3 months. "Heroic" activity is considered to be participation in portal tournaments, hosting them, creating maps for them, writing manuals, etc. Moderation, RPG, and various contests are not included.
Adopting even these simple requirements (for active clans) will sharply reduce the amount of "dead weight." Further requirements can be made stricter.
