Add fonts to the game

Does anyone know how to add new fonts for the game?
For example - A person wants to translate the game in Hebrew, how to add Hebrew fonts?

I've noticed that Polish and Russian ToE translations come with their own fonts in texts.pak/bin/fonts folder but I have no knowledge on how to add new to the game engine.
