I would rather agree with moving point 6 to the basic parameters. On maps without water, corresponding spells and artifacts should not be generated. All schemes like the Admiral's Hat and a piece of water in [144;144] or setting up opponents with restructuring all sorts of junk in Heroes of Might and Magic IV – this is not exactly good gameplay. Regarding Heroes of Might and Magic – it is, of course, more enjoyable to play with restructuring from any level. But this is already someone's gameplay change, and the forum has already agreed with its concept, so we need to tread carefully... Someone once decided whether restructuring in Heroes of Might and Magic would be possible from level 1 or level 5. I'll tag Dirty in this thread; he definitely knows. Regarding Scholars – it doesn't matter; they have a minimal impact on the outcome of the game.
