By applying certain criteria for evaluation, they can be considered perfect. Let me explain with an example: I have an axe. An excellent axe, sturdy, reliable, heavy, and sharp. I think it's the perfect axe because it fully meets what I expect from an axe. But if I consider the axe not as a working tool, but as something ridiculous? Then it's the most flawed axe: too heavy, too short, and generally deadly and it won't pass any safety inspection. The axe is garbage.
When evaluating characters as independent entities, we will inevitably come to the conclusion that they are all flawed to some extent. When evaluating them from the point of view of fulfilling the function of fanservice (for example), we will understand that some of them perfectly satisfy our requirements, because they, as a rule, do not exceed our requirements for axes. Thus, by maximally narrowing the range of requests, we find some aspects of entire entities to be ideal. But the entity, in a comprehensive understanding of the ideal, cannot achieve it. At least, as long as we are not discussing the spheres of religion and metaphysics, but only considering man-made entities.
