Experts, please help, I'm at a loss.

I have a licensed Steam version of "Heroes of Might & Magic V: Tribes of the East".
Windows 10 is also licensed.

I downloaded various Russian language packs, followed the instructions, but there's no effect.
When I enter Russian-language scenarios, only punctuation marks are displayed.

Has anyone encountered this? Please respond.
