Kventin, since the restructuring of the Guildhall is currently under consideration, just like the restructuring of the Library, it would be logical to include the restructuring from any level there as well, at least from the point of view of grouping logic. I prefer playing with the restructuring from any level, although, of course, it is more overpowered than in HotA. First, the restructuring of Guildhall 1 could cost more (the same 2 units of all valuable resources), and second, it could allow restructuring one spell at a time. Although, I am against the latter :-)

In any case, I am glad that this change exists in principle, and I would include it, even if it were in the gameplay changes.
